I received a Call for Officials this week and the pay scheduled was less than the proposed pay schedule we all voted on, so I sent the new pay scale to the Referee/TD in charge of the tournament.

The reply I got was thanks for contacting me.

Have any of you turned down as assignment or requested the TD confirm to the new pay rates?

I did a Junior SR-L3 last month and I told the TD what the new Referee rates was and he obliged. It does help work if you explain to the TD our new pay rate.

Are you an independent contractor?  If so, you can set your own rates, either higher or lower than the 'new rate of pay'.  You need to negotiate with the party responsible for paying your fees prior to accepting the assignment.
